Want to apply for Family based visa for my sister, but her EB-3 is being processed

My sister's eb-3 visa is being processed. She is currently living outside of USA.
I am US citizen and want to apply for family based visa for her, however even if she gets accepted through me, the wait time is probably 13-15 years.

I am wondering , if I apply for her, whether that can cause any delays /issues with her EB3 visa?
Can both category of visa process ? or, will applying for one category cause issue with other category.
