Priority Date

Dear Sir:

I need your help.

The priority date for family based visa F3 catagory is 01.01.01 for Visa Bulletin released in Fenruary 2011 where as the priority date was 06.01.02 for the same category for visa bulletin released in October 2010. How come the priority date move backwards !!
