Hello there,
my friend and his sister are US citizens and they live in NC but their mother lives in Colombia.. their mother doesn't have a US visa and it was denied 2 times already.. Im trying to help them because they want their mother to visit them once a year.. what would be the best thing to do?

It's hard to say what your friends' mother will need since you did not specify why the visa was denied. Here are some suggestions:

Many non-immigrant visas are denied because of "immigrant intent." Hence, if she does not want to live permanently in the US, show all the proof that ties her to Colombia (return tickets, lease agreements for home and business property, other family members still in Colombia, job or retirement paperwork.)

If she has a visa problem in the past, she can request a waiver of certain grounds of inadmissibility. Non-immigrant waivers under section 212(d)(3) of the Immigration Act are generally easier to obtain that immigrant waivers. Waivers are complex, and I encourage your friends to discuss a waiver with an attorney.
