Petition for my parents and brother?

Hello all,

I am seeking your advise on my situation. I am in about to receive my citizenship (as far as this question goes, lets assume that I already have this).

I am going to file I-130 for my parents. My parents, who reside outside of the US, also have a kid(my brother) who is currently 17 and is on an F-1 visa in the US. Is there any way to include him on my parent's petition? If not, I assume it is faster for my parents to first get their GC's and then file for my brother? (instead of me filling for him)
