Hello, my mother is a green card holder and my sister came to USA with the I 94 as a student 4 years ago, my sister didn't complete her degree because we have no money to pay the school fees so, today, her passport is expired and lost , she just have a copy of it, need to work to earn her own money and go to college, how can she do? can she apply for a work authorization permit? filing the I 130 will take more than 5 years and in 5 years my mother will be a citizen. so must she wait up to 5 years? and how long if my mother become a citizen how long does it gonna take her to be a permanent resident too?

She is out of status (illegal) in the U.S. and she should go back to her home country immediately.
