GC in F4 or EB2

I am US citizen want to sponsor GC in F4 category for my brother who is currently in USA with H1b visa. How long it will take? Is it better go with employment based (EB2) GC. your suggestion greatly appreciated!

From June 2011 Bulletin:

1. Best-case cutoff priority date for F-4 is 2000/03/08 (exceptions, Philippines & Mexico as birth countries)
2. EB-2 best case cutoff-date is current and worst-case (India or PRC-born) is 2006/10/15
3. although you didn't ask, I'll toss in EB-3 as well. Best-case 2005/09/15, PRC 2004/05/15, India 2002/04/22

IMO, EB-2 is by far better.
