Help with I-130

Hi

I am filing I-130 for my parents. They had filed for it once about 20 years back at US consulate in India. But they decided not to pursue it after getting the initial call for interview. So, when I file it now, what do I say for item-16 of I-130? I say "Yes" for filing but which of the boxes do I check -

1. Removal
2. Exclusion/Deportation
3. Recission
4. judicial proceedings
