Sponsoring MOm's sister

My Mom is soon to become a US citizen. She wants to sponsor her sister(widowed/single) who lives back in India. This Aunt has a 10 yr multiple entry visa.

1) MY mom herself does not have any income of her own. Can she sponsor her sister by just becoming a US citizen.

2) I know there is a long wait time. Can somebody tell me how many years is the recent trend. Do all applications get approved after waiting for so many years.

3) DOes this immigrant application effect her travel back and forth to the US using her 10 yr multiple entry visa.

Process is over 10 years. Each time she enters US, she needs to disclose that she has a pending immigration petition filed for her.
