Police Certificate,

I need Help regarding obtaining a police certificate from India, because

I am an Iranian, living in Amsterdam, Holland,
About 27 years ago I enterd India,
21 years ago, I came to Holland,
My brother applied for a green card for me on basis of familly relationship,
Now I have to get police certificates from India,

in this site it is said that a police certificate is not available,
for those not living in India, Not a citizen of India,
