Police Clearance Certificate

For Family based Green card, they are asking for Police clearance from places stayed in the last 5 years. Since, the applicant is in US, should we get it from India or Indian embassy/consulate in US or both.

Any idea where to get it in India and how long it takes to get police clearance from India and here in San Francisco? And, is any proof of residence is required for getting police clearance? Since the applicant is in US only for 5 months, there is no proof that we can provide..

But, the applicant is in US. How will they issue police clearance without enquiring the person?

For getting it from India, can we use the consulate in San Francisco? They have this facility..

Also, they are asking for police clearance in US also but how can we get it? Your website says, USA is one of the countries that does not issue police clearance certificate..
