Family sponsor greencard

Hi, if i marry a greencard holder what's the process for sponsoring me the greencard? How long those it take? I see in the visa bulletin that they are on march 2009, what does this means? Does it varies by state where u apply, Or live?

I am a US citizen, born and bread here and married a Canadian, we have been married for almost 2 years, we are still waiting for our 1st appointment. We paid over 1800.00 1.9 yrs ago. I dont know if each state is different but Arizona sucks that's for sure. I would get help from a lawyer if i had to do it all over again. Good Luck
