Green Card Holder in Love with a visitor

Greetings,

I have a cousin with a green card and he just fell in love with someone visiting the USA on one year visa. Questions;

1. Can he apply for fiance visa? or what kind to keep her.
2. He wants to marry her as soon as possible, what you think?
3. What option are there for both of them.

Please advise.

1. No. Only US citizens can apply for fiancee visa (K1)
2. Yes, agree
3. After marriage file for change of status.
