please can i apply for green card related to my step brother US cizen who is orphan.

i am 22 years old an F1 (international student )i in the united states and i have a step brother who was born here in USA, he is US citizen.but he lost his mother here since he was 2years old.. i was back home with his dad who is my step-dad and my mom,,and my mom is taking care of him now back home in AFRICA..i live in dallas and i came to US with an F1 Visa..
please as my step brother is now 14 years old, we want him to comeback here to study but he doesnt have any one to take care of him(school fee, rent and everything) so can i apply to have the green card so that i could work and take care of both of us?
my step dad and my mom cant take care of him beacuse they are poor and he need to come back here to study. being a US CITIZEN?
is it possible for me to apply for the green card related to him? as there is no one here for him?

i am 22years old and no i am an international student i am not allowed to work in the usa..so i dont know if i can apply for the green card to be allowed to work to take care of my brother as he is my little step brother he is us citizen he is now 13 years old....please five me more informations

You can work while on F1 visa but with some restrictions.

thank you but there are too much restriction to work on that status..can i not apply for the greencard as i will be able to work and stay with hi here after my study to take care of him?because he is us citizen and has to stay here and complete his study...?if yess how can i do it..? and to apply with the link i did there how can i apply according to the fact that my parents have now difficulty to pay my school fee? that is also the main reason why i need to be staying with my step brother who is us citizen,..thx for your help.

my uncle who just reached at the end of his career so he can't now fully take care of me as he used to..

You need to be petitioned either by family or employer in order to get a green card. If you have a US citizen fiance she can petition you for K1 visa (if petition is before marrying you), or IR1 if after marrying you. You can also find a US employer willing to petition you for green card.

Your brother can petition you only when he turns 21 years old.
