Mumbai Consulate : Visa Interview

I have just received the immigrant visa interview letter for my mother that is scheduled in the beginning of January 2012.
The appointment letter does not mention about submitting anything to VFS center (as it is mentioned elsewhere on immihelp site).
They just need the applicant to carry Medical report and other usual stuff like passport, photos etc.

Has the procedure changed? If it does, that I think is better.

Could someone please confirm?

My interview letter asks docs to be submitted 3 days in advance. It infacts fives date suggesting submit docs to VFS on or vefore xx Feb.
