I am the petioner and "m doing the online DS-260 is asking a question and i dont understand the question? here it is: Haave you ever been arrested or convicted for any offense or crime, EVEN THOUGH SUBJECT OF A PARDON, AMNESTY, OR OTHER SIMILAR ACTION? please explain this?? my husband has been arrested for no driver license but thats it...i dont understand the part in capital letters?
