Family Based Greencard for Brother

My own Elder sister is citizen of US - she got US citizenship 8 month before only. she wants me to apply for green card - here is my detail - we both born for same mother and father , my age is 34

1) Am i eligble? is anything else required to find out that i'm eligble?
2) if eligble - how long the process takes to get green card.
