I am getting married soon and have some serious questions

Well hey guys, I hope some one here can help me out here.

My fiancé and I are getting ready to get married and it will be in 3 weeks.
As of right now this is the situation.

My fiancé is Cuban, but came to the US with a Green Card so she was not adjusted by the Cuban Adjustment Act.
I am a German citizen on a F1 visa for the last 3 years and have another 2 years on my visa.

Question one:
Does my fiancé need to become a citizen first, in order to fill out my petition?

Question two:
If she needs to get a naturalization first, should we first get married and then send her N-400 to the USCIS or before we are get married?

Your fiance, as an LPR cannot petition you as a fiance. Therefore you have to get married first. Then she can file a petition for you. You will be in F2A category. Once she becomes a citizen she can upgrade the petition to IR1. When did your fiance get her GC ?

She has been a LPR for 16 years now.

So we send her N400 today and the wedding is in march.
As soon as she gets her citizenship we are going to petition for me.
