Green Card Issued with wrong gender

Hello,
My elderly brother-in-law was sponsored by his son - an US citizen - and received his green card with gender marked as Female. He went to the immigration office in San Francisco to point out the error, upon which the INS kept his green card. A month-and-a-half later he has not yet received his corrected green card.

He needs to travel next month to India for a wedding. Can he travel with only his Indian Passport? How about coming back to US?

Would some one who knows share his/her expertise on this situation?

go to the same INS office or any one which is near to your place, explain the situation,
They will stanp on password with which he can come back, it should be easy process.
Explain urgency to travel to INS.
