Who should pay fees for I-140, I-485, EAD

My empoyer is saying employee has to borne cost of "Application and attorney fees for filing the I-140, I-485, EAD and AP applications"

Typically who should pay these fees? employee or employer?
Are good employer pays everything for these processings or above case is always? any experiences?

Ethically speaking, the employer should pay and employee should honor the same by sticking to the employer at least for some years before switching over to another employer.

A question back at you....do good employees stick with good employers once I140 is approved?

I do not believe that there is any law that says employer should pay for these (unlike H1). In my case, a portion of the fees for I140 was paid by me, yet to file I485/EAD
