Eb1 I-140 Without L1

I am a multinational manager. I have all requirements for an L1 visa or EB1 i -140 .
Is it a must or otherwise pereferable to apply for L1 and after approval apply for I140 green card ?and why ?

You can apply for green card at any time. It is not necessary to have L1 visa first.
