I-140 transfer from NSC to TSC

I read about some cases where the I-140 cases were transferred from NSc to TSC. Under what circumstances USCIS would decide to transfer?

Transferring from NSC to TSC - Is it going to expedite the process since NSC right now processing Sep 2006 applications as against DEc 2006 cases in TSC.?

I dont know for sure but it has something to do with bi-specialisation initiative where they are assigning certain set of application (based on region, application) to certain centers and also for case load sharing.

The apparent advantage is not real.
