I-140 Denial

My I 140 application got denied.Reason: In my labour the Minimum education asked was Bachelors or equivalent Indian or foreign and below that CS or EE. I am having a 4 year Degree in Chemical engineering and the RFE also did not help.what options do i have if i appeal. I am in my 7 th year extension of H1 and the lawyer is asking for a new PERM filing .But my current labour will end this dec 2007.
