Compay is small. Is I-140 approval an issue?

The company which holds my H1B is two years old and has only 5 employees. Is this really an issue for I-140 approval. Please help me by providing your views on this.

If they have the ability to pay and proper tax documents with profits, it will not be an issue. Otherwise, yes.

Even if the company shows profits and is able to pay, is it an issue if the company is purely a consulting firm. No inhouse projects.
