I140 delay..........

My I140 is pending for the past 2 years. Now INS asked my employer for original Labour approval and if he can payme. How long should it take after this INS request for data. Does anyone have any Idea ? Labour took 2 years for me and I have filed from CA. I am concerned about the time it would take in the next stage and hence considering consular processing. Basically I want to know :

1. Can I file for I-824 while still in I-140.
2. Roughly how much time does it take for i-824. Is
there a delay there too.
3. what are the documents needed for consular
processing. I mean that I should carry to the
consulate in Mumbai or Chennai India.


Is there a number which I can call and track the movement of my petition ?
