Which I140 edition to file? :(

Can someone help me determine whether the October 1998 I140 form is still valid? The language in Part 4A differs from the newest version (September 16, 2000), in particular as it refers to Consular Processing.

The October 1998 form indicates "if the petition cannot be approved then... to the appropriate Consulate abroad..".

The September 2000 form language is as follows "IF THE PETITION IS APPROVED...AND THE PERSON NAMED IN PART 3 WISHES TO APPLY FOR AN IMMIGRANT VISA ABROAD..."

Please advice.

I think it is only a common sense to use the most recent edition of the form to file. If you don't have the most recent edition, you may download it from the INS website.
