I140 Refused

Hello Guys,
My friend is in a very bad situation his i140 has been refused and he has about 1yr and 2 months remaining on his H1! don’t know the reason why the 140 was refused, because they have not got the notice yet! He and his lawyer called the center and asked the officer about the status and they were told that it has been refused. My Question is
1. Should he refill I140 again with the same company?
2. Should he appeal the decision? If yes, how long would the decision take to be processed?
3. Should he find a new company to process the paper work, because the current company is small?
I would really appreciate if someone can reply to our questions....

I140 refused

1) find out why I140 was denied.
2) If he applied EB2 catogory, he may try EB3.
3) Find a job in a reputable company and restart the whole thing. Now days, LC and I140 are quite fast. But some big companies had stupid rules like you have to work for them half year before you apply LC and some had very slow HR and company lawyer that made INS speed up worthless. So be very careful to choose a new company.
