I-140 Processing dates released by CSC

1) If a priority date is old say .. Nov 1998.
Would filling for I-140/I-485 now, have any advantage
over those with recent priority dates ?

2) The I-140 Eb-3 case-receipt date released by CSC
is August 13th.
If I-140 has a receipt date of 2nd August,
loosely speaking .. in how many weeks should the
approval be expected ?
