Extensions on H1b

I have a few questions.. any help is appreciated
1) If I have labor approved or pending for more than 365 days, can I apply for H1B extensions beyond six years? Will extension be for one year or 3 years?
2) Assuming my labor is approved and then I need to change jobs, can I port my PD?
3) Where can I find link for neufeld memo?

1. Yes, 1 year
2. PD can be ported. However, the entire process has to be restarted. There are risks depending on the H1b period left which has to be discussed with your attorney.
