I am currently on H1B in California and my I-94 is getting expired on 21-Mar-2010. If I initiate I-140 with my employer today, would I be able to get the I-140 approved before my I-94 expires?

Getting the I140 prior to the I-94 expiration has little to no significance other than giving you a 3 year extension on future H1bs after 6 year limit. Usually, it should be decided by 1 year.
