I 140 Filing during F1 OPT.

I am on F1 OPT extension expiring in 6 months time. I have not been selected in H1B lottery. Can I File I 140 under F1 STEM OPT?

Your question is not clear. Your current status has got nothing to do with I140 filing. The categories for filing I140 are EB1, EB2 and EB3, and the filing needs to be done by an employer. It does not matter whether you have been selected in H1b or not, or whether you currently work for the employer. I140 is for sponsoring a GC for future employment.
