i140 pending and H1b expiring in Feb2020

My perm is applied in Nov-2018 and approved in Feb 2019. I have applied for i140 and it is rejected. Now I have applied for i140 again in dec 2019 non premium. My H1b is maxing out in Feb2020.
What are my options now. Can I extend H1b for 1 year based on new i140 receipt or do i need to convert i140 to premium and get it approved before feb 2020 ?

You can extend your H1B for 1 year based on pending I140 application - no need of converting I140 to premium if you don't want to.
