Priority Date Porting - Changing Job

Hi All - Recently My 1-140 got approved in EB2 Category. Now I have offer from a reputed company which I'm supposed to join in January 2011. My question is Can I port my priority Date(They will apply for GC Immideatly) to the new company. My 140 is approved less than 180 days ago.

Question 2:- I heard there is premium processing available for I-140, Is it available for every one ? I'm in my 4th year of H1B.
