Can I add dependent for my H-1 extention (Labor Cert. pending)

My boyfriend and I want to get married. He has work permit for 3 years but he can't re-enter US with that.

I am in process of applying for GC. So now I have to apply for an H-1 extention.
My question is-can I add my husband as a dependent in H-1 extention application?
We just wanted to go visit his and my parents together.

Unless you are married, you cannot add a dependent. If the person is outside US, there is nothing to add to an application. Once married, appear for a dependent visa.
