If someone can answer your question, he or she must be a very experienced immigration lawyer.

    Let me try:

    (1) the answer is NO because your employer can revoke I-140 if you leave the firm. And you lose your PD if your new PERM has not been filed or been approved.

    (2) It's extremely difficult question. I have asked several lawyers and none of them can answer it. Some say you can extend your H-1B for another 3 years with your new employer even if it's over 6 months before your H-1B expiration. Some say NO until it's within 6 months before your H-1B expiration. I trust those who said NO.

    (3) Yes, every 3 years. It's an easy question.
