When I can apply for a green card?

I am a former exchange student subject to Section 212e - J1 visa, married with a US citizen.
I am back with my wife to my country and I will fulfill the 2 years requirement in August 2014.
I want to apply for a green card ASAP and I know that the entire process is taking some months so I am trying to make this period as short as possible.
Can my wife file the Form I-130 few months before August 2014 and finalize the consulate process after I fulfilled the 2 years?
