I-130 relative to come to US

Hello., My wife who is from the Phil. and came here on a fiance visa filled by myself, became a US citz several (about 6 ) years ago. She petitioned her sister to come to US. The I-130 was passed by USCIS and forwarded to NVC in New Hampshire. They have had it for about 3-4 years now.In Nov. 2012 my wife passed away. I wrote to the NVC and am still waiting to find out if this visa can be expedited much quicker . Does any body have any thing to to add for information in this matter? Thank You .
