I 130 before greencard come in mail

Can we file I 130 before greencard comes in mail. My in laws wants to file f2A for 19 yrs old daughter. Can we just send copy of passport.

Your question is not clear. To obtain an F2A visa for a 19-year-old daughter (unmarried), an I-130 must be submitted.
I'm not sure what you mean by the passport question.

Thanx ray . We want to submitt I 130 for 19yr old daughter. Father just immigrated but it takes time to get greencard in mail. If we can show father's passport page with visa on it, hope there wont be any problem with uscis. Is it required to have physical copy of greencard to file130 or visa page from passport is sufficient.

You don't need the physical Green Card copy to petition an eligible family member, but the passport I-551 annotation copy must be provided.
USCIS will later ask for a copy of the Green Card, though, since the passport stamp is only good for one year.
