Question regarding Service Centers

Hello,

I had a quick question regarding Services Centres. Do we, as a petitioning immigrations, have the option to pick which service centre to use or does USCIS decide that for us? The reason I ask is that some service centres are backlogged when it comes to processing certain applications. What factors does this depend on? I am from Texas but my approved I-130 has California Service Centre mentioned on it. Now i'm in the process of applying for an I-824. Will I need to go through TSC or can I keep CSC?

Ok thank you for the quick reply. Do you or anyone know how long is the wait at TSC for an I-824 if it were filed in Feb. Can it be expedited? Also, my I-130 went through CSC. Will I continue with CSC automatically? or does the I-824 go through TSC?
