Transfer of Expired H1B to New Employer

Hi,
MY h1B petition and visa expired on Sep-13 and I checked with my current employer that it can be extended provided if there are any assignment.

Please let me know if :

1. I can get that transfer to new employer and then get it petition/visa extended ?
2. Currently I am not staying in USA, will it be different case ?
