You must make a formal request to the NVC, in writing, with all your pertinent info, and explaining why you want the transfer.

I've done such requests by email and got them accepted.

The procedure in force stipulates that the receiving country's U.S. Embassy or Consulate must accept your request. Acceptance depends upon your basis and eligibility.

When your reason and eligibility to be processed in another country are established, my experience has been about 6 weeks additional time, often much less. I've been successful in obtaining transfer approval for Filipinas who started out in Dubai or elsewhere in the Emirates, but decided to be processed in Philippines. I'm currently working with two Filipinos working in Germany and Saudi who want to be processed where they are, but whose paperwork was started with a Manila processing intention.
