Consular Processing - I824

I got my I-824 approval by July 2004. I requested my GC processing to be done at Chennai Consulate. I enquired the consulate about the papers transfer from NIV to Chennai consulate. They said they haven't received any information regarding that.
Normally, how long does it take to get the information conveyed to the corresponding consulate?
How long is the validity of the approval notice?

It takes around 3 weeks.
