My husband is a green card holder (10yrs), of which he has stayed 3yrs.Is there a possibility that he can file for me&his two sons? If yes, how long will it take to process it???.

As a Green Card holder, living in the U.S., he can petition his unmarried children, The timeframe will depend on their ages and their country.

Your original message about status of your husband was somewhat unclear. Is your husband currently in the States? If so, he can petition the children, but it will take about 18-24 months for them to be eligible for visas. If your husband acquires U.S. citizenship, the children will be able to get to the U.S. in about 9 months.
If your husband has been in Nigeria for 3 years, his Green Card status has been abandoned.
