    Hello guys I need help here, I'm filing for my mom's green card she resides abroad and is getting interviewed there. Some of the supporting docs we need to mail to NVC are originals I.e birth certificate, police certificate. Since she lives abroad I can only get the scanned copies, do I send them the scanned copies and she can present the originals at her interview. I have no clue how this works and NVC site doesn't address this. Do they even return originals when submitted?

    Actually, the NVC instructions are quite clear about this. Excepting those countries in which scanned documents by email are being tested, most cases going through the NVC are expecting you to send "original, certified" versions of civil documents. Scanned and photocopied versions will be rejected and will delay your NVC processing. It is presumed that ALL immigrants being processed abroad are living abroad, so the requirement that certified versions be provided is expected b be accomplished by the immigrant obtaining the legal versions of those documents and sending them to you for submittal.

    The originals you submit are not returned to you or to the immigrant, though there is supposed to be a procedure in place to enable you to request return of originals at time of interview (or afterwards).

    Most countries with good civil infrastructure have recognized means of obtaining legal versions of civil documents, and I have been successful in obtaining such original, certified versions of police clearances, birth and marriage documents during the last year from Canada, Israel, Cambodia, Mexico, Philippines, Vietnam, UK, New Zealand.

    BUT SOME COUNTRIES ARE NOTABLE EXCEPTIONS TO THIS RULE, OF WHICH THE NVC IS AWARE AND ALLOWS EXCEPTIONS: Afghanistan, Pakistan (for Afghan refugees), elderly Filipinos whose civil documents were destroyed during WW-II, etc.
