Expire Date on Form OF 230

In the Package 3 I received from NVC, there is a form OF-230. On its upper righthand corner it says "expires 3-31-2001". What does this mean? Why would NVC send me expired form?

Most of the times, they don't care to update the expiration date long time after it expires and continue using the same form.

You should ideally use the form sent by NVC.

You say "You should ideally use the form sent by NVC", so does that mean it is ok not to send those?

They specifically ask you to return the ones that they send, and not to use a downloaded version. is this just to make sure you don't send in an old version of the form?

Some times, the form sent by them may be little different than downloaded from the internet. That is why use the form sent by them if possible.

Don't mean to beat a dead horse here, but my question is this.

If we send in a downloaded version (in order to save on time waiting for NVC forms to be mailed), will it delay the process or not get accepted?
