I am a USC. My immigrant visa IR5 petition for my parents (I-130) has been approved. I filled out the online DS260 application and am in the process of gathering the supporting civil documents. My parents are in Mumbai. One of the required suporting civil documents is a police clearance certificate. Regarding PCC it - seems like a chicken-and-egg situation. /police-certificates-for-usa-immigrant-visa/ says "Each applicant will need to bring the interview letter provided by the National Visa Center in order to request the Passport Office Police Certificate from the Passport Office" but we need to submit the police certificate now before we get the interview letter. http://www.visapro.com/Immigration-A...s/?a=1447&z=39 says the interview letter is not needed. http://www. ******** ***.com/forums/...to-nvc-office/ kind of confirms that it is not needed but I can't tell for sure. I tried calling up the NVC phone number but it is always busy. http://passportindia.gov.in/AppOnlin...e/pccOnlineApp seems to indicate that my father can register, fill out the PCC form request online and pick up the certificate from the local passport office.
