How do I put together NVC Documents Pack -- how many copies of what?

I have 3 NVC cases: for my wife and two kids. After paying the AOS (affidavit of support fees) -- which is just ONE fee for all three, I was directed to a page to print with the NVC COVER SHEET.

Now I'm scratching my head at the NVC site where it explains putting together the documents -- and I'm afraid I might not have a copy of everything.

See, I have ONE copy of:

PASSPORT PAGE (for my wife and kids)

2 PHOTOGRAPHS EACH (of my wife and kids)

BIRTH CERTIFICATE (of my wife and kids)

MARRIAGE CERTIFICATE

POLICE CERTIFICATE (for my wife)

and I meant to put this together in ONE pack, as stated on the website -- but where do the NVC cover pages come in?? Do I need each of the above multiplied by three for separate packs for each family member? Or do I just submit the above to cover all three: my wife and two sons?

BUMP: So should I just go ahead and submit all three cover letters with one pack containing one copy of the supporting documents? My kids are aged 5 and 7. They are minors and I am submitting a waiver of the AOS for them (under the Child Citizen Act 2000, I understand they obtain US citizenship upon arrival and established residency as I, their biological father, am a US citizen).
