What triggers Immigrant Visa bill and Affidavit Of Support invoice ? How to minimise delays in the generation ?

My understanding is that upon receipt of welcome package, after filing Form DS261 on line, a few days later, one can pay AOS fees. Is this correct ?

Also my understanding is filing of DS261 triggers generation of IV invoice. Is this correct ?

Your description below is correct, SO LONG AS PRIORITY DATE IS CURRENT. For those whom Priority Date is not near being current, the Welcome Letter does not allow DS_261 completion of fee payment.
