I am a US Citizen. My wife is an Indian passport holder, and we both currently reside in Abu Dhabi, UAE. We are planning to go the K3 Spouse Visa route, and her I-130 was recently received by USCIS and is currently in process.
We're now looking into the need to procure her police clearance certificates. In addition to India and UAE, she has also lived for several years in Nepal. So I assume she will need to get PCCs from all three of these countries.
This link seems to indicate that for the Indian PCC, she can apply directly through the Indian embassy in Abu Dhabi, since she falls into the category "You are an Indian passport holder and reside outside of India". Is that correct? /police-certificates-for-usa-immigrant-visa/
For the Nepal PCC, I found the following information:
So I guess this means she has to apply in Nepal itself at the central Kathmandu police station? Or I'm wondering if it's possible to also get this from the Nepal embassy in UAE?
Any advice on either of these PCC questions (India and/or Nepal) would be greatly appreciated.

All applicants from across the Nepal should apply at the two main police stations, the Maharajgunj Police and the Deputy Inspector General's office in Ratnapark, designated by the Police Headquarters in Kathmandu. Records are issued by the Police Headquarters after a check for adverse information has been conducted through the centrally maintained records at the Headquarters. Ther local police station or, if resident in a small village, the District Police Headquarters, may also issue a certificate, but those police offices only check for derogatory information available in their records, not a nationwide check. The Headquarters- issued records are generally reliable as the scope of the check includes all of Nepal. Political unrest in some districts may prevent applicants from obtaining certificates.
