My friend is a US citizen and had filed I-130 form to call his mother.Can his mother also take her child under 21 years old together with her?

No, if petitioned by a U.S. citizen for "Immediate Priority" status, no derivative visas area allowed. Once in the US., the mother can then petition her child under age 21,if not married.

so,once she is in US,can she apply I-130 file to petite her child with green card.?Does she need to stay in US for a period of time to be permitted to apply that form?what if her child becomes over 21 years but unmarried?how long will it usually take for it?

Once in the U.S. on a CR-1 or IR-1 or IR-5 (parent), she can immediately petitoin a child. If the child becomes 21 while petition is in process, the chlid overages and this adds several years to the waiting period for a visa slot. The waiting time depends on the country in which the child has citizenship.
