My situation:
I am working in Italy. My (future) wife and I will be married on March 18, 2016. We currently have all the documents needed for the I-130 (all translated), except the marriage certificate. I am scheduled to return to the U.S. on April 1, 2016. Due to the small time-window, I was thinking it would be easier to fly her to Texas on an ESTA, obtain a Texas marriage certificate, and submit the I-130 and G-325 from Texas. Again, we will have an Italian Marriage Certificate in 3 days, but HAVE NOT yet submitted the I-130. I understand that once the I-130 is submitted, she will be Pending Visa and cannot enter until approved, but what if we submit the I-130 state-side?
